Writing n support of RIN 1140-AA68. This commonsense change reduces the burden on both importers AND the government, by eliminating an utterly unnecessary pair of steps that provide NO public safety or government policy advantage (but those unnecessary steps introduce two more opportunities for innocent error to entangle an importer and waste government enforcement resources).
