I have attached my summary statement below: Summary: This effort is an attempt at forcing universal background check and ending of any individual-to-individual transfers or sale. This is wrong. Further, this activity was protected until very recently and will not stand up in a Post Bruen history and tradition test. This is not what was intended by our founding fathers. This is agency over-reach. Only congress can pass universal background checks. It is a clear violation of the Second Amendment. I'm not sure if the agency is attempting to cloud the issue of citizen gun transfers or just put active collectors in jail or shoot them in their homes as they did Bryan Malinowski The agency wants to scare people into only going through the 4473 system for gun transfers. This is a violation of property rights. Government gun transfers can be used to discriminate against legal yet unfavored citizens. The FBI, that does the background checks for gun purchases, has published common conservative state symbols such as the “Betty Ross” and “Gadsden” flags are symbols of and evidence for domestic terrorism. The initial ATF rule is troubling, this revision is not much better. Just as the Supreme court in the Ruan case found the government could not dictate a Doctors practice, the strict rules that the agency is forcing on collecting behavior is an over-reach. I hope that you will consider my points. I encourage the agency to adopt my suggestions and become a partner with the shooting hobby public to keep guns from bad people while growing a very popular hobby and individual right. Sincerely,
