The rule must be rescinded, removed, canceled and eliminated for the sake of fairness to law-abiding citizen firearm owners who may want to lawfully sell one or more of their firearms from time to time. Keeping part of a rule and claiming to have dropped a part of the rule is dishonest and unfair. ELIMINATE the entire previous rule.
