The engaging in the business rule was extremely vague from the beginning. Is selling 1 firearm engaging in the business? 3? 10? Is selling several to pay bills considered engaging in the business? Is selling several to purchase a single more expensive firearm considered engaging in the business? Is selling a new firearm that you recently purchased but realized it was not right for you considered engaging in the business? Or worse yet, a straw purchase? It is all in an effort to make private party sales illegal which at minimum, is up to Congress to pass. Not unelected bureaucrats to make up a rule with the consequences of a law.
