I strongly support rescinding the Biden-era expansions to the “engaged in the business” definition. Congress spoke clearly in the Bipartisan Safer Communities Act; the ATF improperly layered on presumptions and requirements that turned occasional private sales into federal felonies for law-abiding citizens. This revision returns the regulation to the statutory text, prevents the de-facto universal background check regime the prior rule sought to impose by regulation, and safeguards the fundamental right of Americans to buy, sell, and transfer firearms among themselves without unnecessary federal interference. It is a clear victory for the Second Amendment.
