Summary: The commenter supports the proposed rule to allow the importation of training rounds. They argue that these rounds are intended for training purposes rather than as weapons, and therefore do not violate the intent of statutes designed to control ammunition used in hostile manners.
Writing in support of RIN 1140-AA97. This is a welcome, commonsense change, that accurately reflects the nature of the training rounds AND the clear intent of the relevant statutes (which are designed to control the importation of ammunition intended or designed to be used on people in a hostile manner. While one may be angry at a teammate (becuase one or both of you are jerks) during a Simunitions "force on force" training exercise, one isn't actually trying to injure or really incapacitate them - you aren't using the gun or training rounds as a "weapon".
