Summary: The commenter supports the proposed rule because they believe it will reduce regulatory burden and confusion. They also suggest that the ATF should review and potentially remove items from the US Munitions Import List that are commercially available or pose little threat to national security.
I support this rule, as it will reduce confusion and eliminate unnecessary regulatory burden.
In addition, ATF should also take the opportunity to review the US Munitions Import List (USMIL) and consider removing items that don't warrant being on that list. The USMIL was last revised in 2014 (Federal Register Document 2014-06778) and hasn't seen any changes since them. In particular, those items that (1) are readily available commercially, (2) have been or will be removed from the US Munitions List, and/or (3) otherwise pose little to no threat to national security, would be excellent candidates for removal from the USMIL.
