I support the proposed rule clarifying that certain fully assembled training rounds should not be treated as “ammunition” for import purposes when they are not designed for offensive or defensive combat and are not designed for use in a device that is a weapon. ATF correctly recognizes that these training rounds are intended for specialized training devices, not conventional firearms, and therefore do not fit the statutory definition of ammunition “designed for use in any firearm.”
This exemption is reasonable because these rounds serve a legitimate training purpose for law enforcement, military, security, and civilian training environments. Removing unnecessary import restrictions would reduce administrative burdens, improve availability, and allow more realistic training without creating a new public safety concern. I support finalizing the rule as proposed.
