I am writing as to support the proposed updates to import restrictions, particularly the removal of outdated proscribed country lists for former Soviet states (except Russia) and clarifications for dual-use items. These changes modernize regulations, reduce unnecessary burdens, and align with current geopolitical and market realities. While the proposals advance flexibility, I respectfully suggest further broadening the interpretation and application of the "sporting purposes" standard under 18 U.S.C. § 925(d)(3). A more expansive definition or updated criteria could better reflect contemporary sporting uses, such as modern recreational and competitive shooting sports, hunting and varmint control, and general collection and preservation of Curio/Relic firearms. Previously, many firearms have been rejected as "Not having sporting use" simply for having some features that have been in common use for legal sporting purposes for decades. Such as pistol grips, foldable or telescoping butt stocks, and standard capacity magazines. I urge ATF to consider issuing updated guidance or criteria that incorporates broader sporting recognitions. Sincerely, A concerned citizen.
