I am writing to express my strong support for the Bureau of Alcohol, Tobacco, Firearms, and Explosives’ (ATF) proposed rule regarding the importation of dual-use frames, receivers, or barrels. This proposal represents a significant step forward in modernizing and streamlining firearm component import regulations for the following reasons: Enhancing Administrative Efficiency: Evaluating components based on their current, intended configuration and suitability for sporting purposes—rather than tracing their historical origin or past use—is a far more realistic, objective, and rational approach. This shift will eliminate unnecessary bureaucratic delays and simplify the evaluation process. Expanding Consumer Choice and Market Stability: Clearer and more predictable regulations will stabilize the supply chain for lawful sporting and hunting firearm parts. This will foster a healthier market, allowing law-abiding consumers access to a wider variety of parts at reasonable and competitive prices. Reducing Unnecessary Regulatory Burdens: This is an excellent deregulatory measure that alleviates complex administrative hurdles and redundant compliance costs previously borne by lawful firearm importers and small business owners. Thank you for considering these points. I highly encourage the ATF to finalize and implement this proposed rule as written.
