Summary: Phillip Hagel, a private gun owner, supports the proposed rule to allow the importation of dual-use firearm frames, receivers, and barrels. He argues that the rule provides a common-sense path for importers, expands consumer choice, and supports innovation without compromising public safety.
I am a responsible gun owner writing to support the proposed rule to allow the importation of dual-use firearm frames, receivers, and barrels (RIN 1140-AA96). This rule provides a clear, common-sense path for Federal Firearms Licensees to import components that can be used in both sporting and non-sporting firearms, as long as a recognized sporting configuration exists at the time of import. This clarification will expand access to a broader range of firearm parts for American gun owners and manufacturers, supporting innovation, competition, and consumer choice. It modernizes outdated import restrictions without compromising public safety, as all firearms assembled from these parts will still be subject to existing federal laws. I urge the ATF to finalize this rule as proposed. Sincerely, Phillip L Hagel Goodyear AZ
