I support the proposed rule regarding the importation of dual-use frames, receivers, or barrels. The current regulatory framework creates unnecessary ambiguity and administrative burden surrounding firearm components that may have both military/law-enforcement and lawful civilian applications. Clarifying and modernizing these import standards is an appropriate and reasonable step. Law-abiding firearm owners, collectors, manufacturers, gunsmiths, and competitive shooters should not be negatively impacted by outdated or overly broad import restrictions that fail to reflect the realities of the modern firearms market and the widespread lawful use of these components in civilian platforms. This proposal appears to provide clearer standards and a more consistent regulatory approach while still preserving the government’s authority to restrict imports that present legitimate national security or public safety concerns. Predictable and objective rules benefit both industry participants and regulatory agencies. Overly restrictive or vague import limitations can unnecessarily increase costs, reduce parts availability, and create confusion for lawful businesses and consumers without meaningfully improving public safety. A clearer and more narrowly tailored framework is the better approach. I encourage the Department of Justice and ATF to finalize the rule.
