I support this proposed rule regarding the importation of dual-use firearm frames, receivers, and barrels. The proposal reflects a practical modernization of existing import regulations by recognizing that many firearm parts have legitimate lawful uses across multiple firearm configurations, including sporting purposes. Treating a frame, receiver, or barrel as prohibited solely because it could also be used in a non-sporting configuration creates unnecessary complexity and inconsistency for importers, manufacturers, dealers, and consumers. Allowing importation where a legitimate sporting configuration exists is a more rational and predictable standard. This approach would improve parts availability, reduce regulatory uncertainty, and simplify compliance efforts while still preserving all existing restrictions relating to the National Firearms Act, 18 U.S.C. 922(r), and other applicable federal and state laws. I also support the proposal because it acknowledges the reality of modern modular firearm platforms, where many components are commonly shared across multiple lawful configurations. Clarifying this treatment should reduce unnecessary administrative burden without reducing public safety or lawful oversight. Overall, this appears to be a reasonable and balanced update to existing regulations, and I support its adoption.
