I am a responsible gun owner and supporter of lawful commerce, writing to support the proposed rule on firearm activities in Foreign Trade Zones and Customs-Bonded Warehouses (RIN 1140-AA93). This rule provides a much-needed clarification that will benefit importers and licensees by aligning regulations with modern trade practices.
I support the proposal to treat Customs-Bonded Warehouses the same as Foreign Trade Zones under the Gun Control Act, creating a consistent regulatory framework. I also support allowing Federal Firearms Licensees (FFLs) to conduct more than just storage—such as examination, repair, and preparation for sale—within these facilities.
This common-sense update reduces regulatory ambiguity and administrative burden on businesses engaged in international firearm trade, without compromising public safety. I urge the ATF to finalize this rule as proposed.
