The National Firearms Act Trade and Collectors Association (NFATCA) supports this proposed rule. Individuals who lawfully possess firearms regulated under the National Firearms Act (NFA) are already subject to extensive statutory and regulatory requirements, including comprehensive background checks, registration, taxation, and ongoing compliance obligations. The interstate transportation notification requirements imposed through ATF Form 5320.20 represent an additional administrative obligation that extends beyond these existing safeguards. NFATCA recognizes ATF's interest in maintaining awareness of the interstate movement of NFA firearms and therefore supports the continued use of ATF Form 5320.20 for temporary interstate transportation not exceeding 365 days, as contemplated by the proposed rule. Extending the permissible duration of approved travel authorizations will reduce repetitive filings and provide meaningful administrative relief to lawful possessors without adversely affecting ATF's regulatory oversight. At the same time, NFATCA believes the Department should further consider whether the Form 5320.20 filing requirement remains necessary for temporary interstate transportation at all. The existing registration requirements applicable to NFA firearms already provide ATF with comprehensive information regarding the firearm and its registered possessor. Requiring advance notification each time a lawfully registered firearm is transported across state lines imposes recurring administrative burdens on both registrants and the agency, while providing limited additional regulatory or public safety benefit. In practice, delays in the processing or acknowledgment of Form 5320.20 submissions can interfere with otherwise lawful travel plans and create unnecessary uncertainty for compliant registrants. Limiting the notification requirement to permanent interstate relocations would preserve ATF's ability to maintain accurate registration records while eliminating a recurring administrative requirement that appears to provide minimal additional value in the context of temporary travel. Accordingly, while NFATCA supports the proposed rule as a meaningful improvement over the current regulatory framework, it encourages the Department to consider whether future rulemaking should eliminate the Form 5320.20 filing requirement for temporary interstate transportation and retain it only for permanent changes in the location of registered NFA firearms.
