Summary: The commenter supports the proposed rule because it reduces administrative burdens for lawful firearm owners who need to transport NFA firearms across state lines for activities like hunting or travel. They argue that removing the advance approval requirement for short-term transport is a practical modernization that improves quality of life without compromising public safety.
I support this proposed rule regarding interstate transport and temporary export of National Firearms Act firearms. The current requirement to submit ATF Form 5320.20 and wait for approval before temporarily transporting certain lawfully registered NFA firearms across state lines creates unnecessary administrative burden for lawful firearm owners engaging in routine travel, training, competitions, hunting, or temporary relocation. Removing the advance approval requirement for short-term interstate transport while retaining applicable legal restrictions is a practical and reasonable modernization of the process. Law-abiding owners would still remain responsible for complying with all federal, state, and local laws, but would no longer face avoidable delays and uncertainty for temporary travel. I also support the proposal allowing transport after notice submission for long-term relocation or extended transport purposes without requiring applicants to wait for formal approval before moving. This change better reflects practical realities faced by military families, workers relocating for employment, seasonal residents, and others who may need to move lawfully registered firearms across state lines. This is an especially meaningful quality of life improvement for individuals who may live near a state border, and regularly cross to access range facilities or hunting areas. Overall, this proposal appears to reduce unnecessary procedural burden without diminishing public safety or accountability, and I support its adoption.
