PROPIN CONFIDENTIAL ATF-2026-0034 RIN 1140-AB03 Revising Definition of Unlawful User of or Addicted to Controlled Substance I am Requesting Approval of this Final Rule for the regulations contained in relation to commerce in firearms and ammunition are needed to promulgate the Implement Title I, State Firearms Control Assistance under the Gun Control Act of 1968 as amended, for the procedural and substantive requirements to address any pending Legal Action by this statement of authorization, on my behalf and under the Administrative Procedure Act as amended, related to violations of interstate or foreign commerce in firearms and ammunition, the conduct of business or activity by licenses, the importation of firearms and ammunition according to records and reports. This Final Rule under the Alcohol, Tobacco, Firearms, and Explosives Bureau and the Department of Justice Attorneys General, Secretary of Homeland Security, Department of Energy, Department of Agriculture, Department of War, FBI, DHH, Secretary of State, Secretary of Interior and all Agencies and Departments Involved, to carry out this Final Rule. Effective 06/30/2026 by my Oath of my affirmation for Approval, Authorization and voluntary Consent, for the Establishment, Organization, and Function by virtue of the authority vested in the Secretary of the Treasury, including the Authority in Reorganization Plan No. 26 of 1950, it is so Ordered, the Enforcement Tariff and Trade Affairs, and Operations to be be transferred and referred to the Assistant Secretary, by the Director of ATF shall perform the functions, exercise the powers, and carry out the duties in the administration and enforcement of Chapters 51, 52, and 53 of the Internal Revenue Code of 1954 and sections 7652 and 7653 of such Code insofar as ;they relate to the commodities subject under tax under such chapters and the Federal Alcohol Administration Act, Title VII, Omnibus Crime Control and Safe Streets Act of 1968 and the Act of August 9, 1939 for matters relating to violations of the National Firearms Act and explosives relating to the Mutual Security Act of 1954 as amended relating to the control of importation of arms, ammunition, and implements of war. For the administration and enforcement transferred to the Chief Counsel of the Bureau Commission such functions, powers and duties, and such positions, personnel, records, property and unexpended balances of appropriations, allocations, and other funds, of the Chief Counsel of the Internal Revenue Services as the General Counsel of the Department shall direct this Order dated June 6, 1972, as appropriate.
