This is a good rule. We have gifted a few firearms to our children. They are not prohibited from owning a firearm, but because they are out of state, shipping from one FFL to another would have been costly. Instead, we waited until we visited them or they visited us. We do have a paper trail to show the transfer and in cases like this, that is all that should be required without have second thoughts about a straw purchase.
Please finalize this rule.
