I support this proposed rule. The criminalization of lawful gift purchases between family members represents a serious regulatory overreach that has put innocent gun owners at legal risk. Currently, if I were to purchase a firearm for my husband, I'd be very concerned whether this exposed me to prosecution under the straw purchase prohibition. This should never be classified as a straw purchase. Where neither party is a prohibited person, a gift purchase is not a straw purchase. I urge ATF to finalize this rule. RIN 1140-AA78.
