I support this proposed rule. The criminalization of lawful gift purchases between family members represents a serious regulatory overreach that has put innocent gun owners at legal risk. Just think----IF--- I (78 years old) purchase a rifle as a birthday gift for my wife (76 years old), I believe this would expose me to prosecution under the straw purchase prohibition...... This should NEVER be classified as a straw purchase. Where neither party is a prohibited person, a gift purchase is not a straw purchase. I urge ATF to finalize this rule. RIN 1140-AA78.
