This rule should have been clarified long, long ago. I fully support this rule and urge the ATF to adopt it! It is my personal opinion that the ATF has kept the 4473 very vague with regards to what constitutes a legal or illegal purchase on purpose. This has been done in an attempt to dissuade people who could legally purchase a firearm to give to someone who could legally own and possess a firearm from doing so. And I believe that their sinister, reprehensible plan worked just as they hoped it would.
