Summary: Phillip Hagel, a private citizen and gun owner, supports the proposed rule to clarify the definition of "business premises." He argues that allowing FFLs to treat adjacent properties as a single location will reduce administrative burdens and costs for small businesses.
I am a responsible gun owner and supporter of lawful firearms commerce, writing to support the proposed rule to clarify the definition of “business premises” (RIN 1140-AA69). This rule would allow Federal Firearms Licensees (FFLs) to treat adjoining or adjacent properties—such as buildings across a parking lot or street—as a single licensed location. This common-sense update reflects how many gun shops and ranges already operate. It reduces unnecessary licensing costs and administrative burdens on small businesses without weakening regulatory oversight. I urge the ATF to finalize this rule as proposed. Sincerely, Phillip L Hagel Goodyear AZ
