This seems like just another way to cause undue burden unto an extremely small population of Americans seeking to legally acquire a firearm, a fundamental right protected by the Constitution. If the purpose of the rule is to help accurately identify people then it should seek to find information that is up to date on the individual, not cause them to have to jump through precarious legal hoops in order to access a right that is being denied for prejudiced reasons.
