I am a strong 2nd Amendment supporter from NC. Obtaining my CHP many years ago required a full FBI fingerprint check and a thorough review of my disqualifying history that took many months — it is a more rigorous process than a standard NICS check. Being forced through a redundant NICS check every time treats me as a suspect despite my confirmed status. Congress authorized permit substitution for exactly this reason.
