Summary: An individual who holds concealed handgun permits in multiple states supports the proposed rule. The commenter argues that individuals who have already undergone rigorous fingerprint checks and background reviews should not be subjected to redundant NICS checks for every firearm purchase.
I have a current and valid Concealed handgun permits in three states; Oregon, Washington and Arizona, I support this proposed rule. In obtaining these CHP I was required to have a full FBI fingerprint check and disqualifier review which is a more rigorous process than a standard NICS check. Being required to submit to a redundant NICS check at every firearm purchase treats me as a suspect despite having already been thoroughly vetted. I urged the ATF to finalize this rule. I have had a CHP for over 20 years without incident.
