I am a North Carolina Concealed Carry Handgun permit holder writing in strong support of this proposed rule. Obtaining my NC-CCH permit required a full FBI background check that took several days (if not several months) to process at the Wake County Sheriff's office. Relevant news article: https://indyweek.com/news/wake-sheriff-stops-issuing-handgun-permits-citing-covid-19/ In our state you must also attend and complete an in-person course to obtain a NC-CCH permit. I have held my NC-CCH permit for about 6 years now and mostly do FFL transfers at smaller FFLs because they are convenient. Those same FFLs had at times taken awhile to process a transfer, I suspect because they didn't have the staff to run multiple background checks at a time. Being forced through a redundant NICS check every time treats me as a suspect despite my verified status with a NC-CCH. I do not mind having the NICS check but we know the government shutdowns in the past has made it difficult for the FBI to complete them in a timely manner. Congress authorized Concealed Cary Handgun permit substitution for exactly this reason. I urge ATF to finalize this rule. RIN 1140-AA85.
