I respectfully urge ATF to finalize this rule. I am a North Carolina Concealed Handgun Permit holder writing in strong support of this proposed rule. Obtaining my Concealed Handgun Permit required a full FBI fingerprint-based background check and a thorough review of my eligibility under state and federal law—a more rigorous vetting process than a standard NICS check. I have held my North Carolina Concealed Handgun Permit for 12 years and purchase firearms lawfully on occasion. Requiring me to undergo a redundant NICS background check for every firearm purchase duplicates a process that has already established my eligibility and imposes unnecessary delays and administrative burdens without improving public safety. My permit reflects an ongoing determination that I remain qualified to possess firearms under applicable law. Congress specifically authorized qualifying permits to serve as alternatives to separate NICS checks because permit holders have already undergone comprehensive background investigations. Finalizing this rule would properly implement that congressional intent, reduce unnecessary duplication, improve efficiency for law-abiding citizens and federally licensed firearms dealers, and allow resources to be focused where they are most needed.
