I recieved my North Carolina Concealed Handgun Permit almost 30 years ago, and have continiously maintained my CCH permit. I am strongly in support of this rule change! I am a U.S. Army Veteran; the FBI checked my fingerprints; my history was thoroughly vetted... this goes beyond the standard NICS check. Performing a NICS check anytime I purchase a firearm is a redundant, unnecessary step that slows the process, places an extra burden on the retailer and the CCH permit holder, and does not add any additional level of security to local communities or the country. Congress authorized permit substitution, and ATF should finalize rule RIN 1140-AA85. Thank you for considering my input.
