I am a North Carolina Concealed Handgun Permit holder writing in strong support of this proposed rule. Obtaining my CHP required a full FBI fingerprint check and a thorough review of my disqualifying history — a more rigorous process than a standard NICS check. Being forced through a redundant NICS check every time treats me as a suspect despite my verified status" or "As an FFL, I support reducing duplicative background check requirements for thoroughly vetted permit holders." Congress authorized permit substitution for exactly this reason. I urge ATF to finalize this rule. RIN 1140-AA85.
