I am a North Carolina Concealed Handgun Permit holder writing in strong support of this proposed rule. Obtaining my CHP required a full FBI fingerprint check and a thorough review of any disqualifying history — a more rigorous process than a standard NICS check. I am an honorably discharged veteran and have held my NC CHP for 10 years and purchase firearms fairly regularly, as well as previously held an Oklahoma concealed weapons permit and CLEET certification. Being forced through a redundant NICS check every time treats me as a suspect despite my verified status. Congress authorized permit substitution for exactly this reason. I urge ATF to finalize this rule.
