I am a North Carolina Concealed Handgun Permit holder writing in strong support of this proposed rule. Obtaining my CHP required a full FBI fingerprint check and a thorough review of my disqualifying history — a more rigorous process than a standard NICS check. "I've held my CHP for almost 10 years and purchase firearms on occasion. Being forced through a redundant NICS check every time treats me as a suspect despite my verified status. I support reducing duplicative background check requirements for thoroughly vetted permit holders. Congress authorized permit substitution for exactly this reason. I urge ATF to finalize this rule.
