I am a North Carolina Concealed Handgun Permit holder and FFL/SOT writing in strong support of this proposed rule. Obtaining my CHP required a full FBI fingerprint check and a thorough review of my history — a more rigorous process than a standard NICS check. Additionally, as a FFL/SOT, I am comfortable transferring firearms to CHP holders in NC as I know these individuals have been thoroughly vetted by the government. Congress authorized permit substitution for exactly this reason. I urge ATF to finalize this rule. RIN 1140-AA85.
