Summary: Phillip Hagel, a private citizen and gun owner, supports the proposed rule to clarify Brady Act background check exceptions. He argues that the rule provides necessary clarity for license holders and strengthens the integrity of the background check system while protecting the rights of law-abiding citizens.
I am a responsible gun owner writing to support the proposed rule to clarify the standards for state-issued firearm permits as alternatives to a NICS background check (RIN 1140-AA85). This rule provides much-needed clarity for both Federal Firearms Licensees and lawful gun owners.
I support the effort to ensure that only permits issued after a proper background check—aligned with federal law—qualify as a Brady Act exception. This includes recognizing lifetime permits that require periodic re-verification and distinguishing between different types of permits issued under the same state law (e.g., those for law enforcement vs. civilians).
This rule strengthens the integrity of the background check system while respecting the rights of law-abiding citizens. I urge the ATF to finalize it as proposed.
Sincerely,
Phillip L Hagel
