Summary: The commenter supports removing the Chief Law Enforcement Officer (CLEO) notification requirement because it is burdensome and often results in confusion for both businesses and law enforcement. They argue that the notification serves no practical purpose for safety devices like silencers and should be eliminated.
I SUPPORT this rule change that removes a burdensome notification requirement that most CLEOs neither want, or care about. The current requirement often results in confusion as to which party is required to send the notification to the CLEO, and at least in my city, the CLEO apparently immediately shreds the forms upon receipt. Further, some businesses take the position that CLEO acknowledgement of receipt of the notification is required before a NFA item can be transferred to their customers. On a safety device like a silencer, there is no justifiable reason for a CLEO being notified of the sale or possession of such an item. The entire NFA needs to be revisited, but this is certainly one requirement that serves no purpose and should be eliminated.
