Summary: An individual firearms owner/licensee supports the action of simplifying the transfer of machine guns between qualified licensees. For the last few years, the NFA Division has been enforcing their own additional rules such as their notorious requirement that ALL items have to be sold / ready for transfer before ANY of the form 3's are approved when someone is letting their SOT Lapse. I dealt with this last year where a dealer took 6 months to ship me the item that I legally purchased because he had a large inventory that the ATF was holding up approvals on form 3's until they were all approved.
While I support simplifying things, I think you need to explicitly address this and incorporate a system that enables us to return to the pre-biden era rules where once I notify NFA division I am closing out the SOT and not renewing this year, that I can sell off all my post-86 samples to other 07/02 licensees and should NOT have to wait until they are all sold to get approval to transfer. This creates an undue burden on the FFL to keep track of funds from many different sellers in a way that is not improving public safety.
