I support the proposed rule simplifying certain machine gun transfers between licensed businesses for demonstration and business closure purposes. The existing rules in this area create unnecessary friction for licensed dealers and manufacturers conducting lawful, NFA-compliant business operations. The proposed simplification maintains all existing safeguards while removing bureaucratic obstacles that serve no public safety function. Properly licensed businesses operating within the NFA framework deserve clear, workable rules. The Second Amendment protects both individual rights and the lawful commerce that enables those rights to be exercised. I urge ATF to finalize this rule, and note that ongoing NFA litigation may require follow-on revisions to the commercial transfer framework if courts provide broader relief from NFA registration requirements for untaxed items.
