Many responsible applicants are currently waiting to engrave, unsure of the correct marking under the old rule. Without retroactive application, a large number of them will likely cancel their current registrations and submit new ones to comply with the updated manufacturer mark standard. This would create a significant and avoidable increase in ATF workload, delaying processing times for everyone. Applying the change retroactively is fair, practical, and will streamline compliance while reducing administrative burden on both citizens and the ATF.
