I support the proposed ATF engraving rule changes. This is a needed correction of the agency’s prior misinterpretation of law and overly restrictive reading of the statute as written. Importantly, the ATF should explicitly state that the revised rule applies retroactively. Many individuals who received approvals but never engraved their items—whether due to oversight, ignorance of the requirement, or reliance on earlier agency guidance—technically did nothing wrong under the actual law. The potential legal issues they may face stem solely from the ATF’s earlier erroneous interpretation, not from any violation of the statute itself. Retroactive clarification would prevent good-faith actors from being caught in a compliance trap created by the agency’s own past actions interpretation of law.
