I support the proposed changes to the ATF engraving rules. They represent a reasonable and much-needed clarification of the statute that corrects earlier overly restrictive interpretations and misapplications of the law. To avoid unnecessary legal exposure for responsible gun owners and “makers” I respectfully urge the ATF to explicitly state that these revisions apply retroactively. Clear retroactive application would prevent good-faith actors from being caught in a compliance gray area that the agency itself is now acknowledging was too narrow. This would strengthen public confidence in the rulemaking process while fully aligning with the corrected understanding of the underlying statute.
