Summary: An individual supports the proposed action to remove the requirement to contact the CLEO when transporting firearms. They argue that the current requirement creates unnecessary time and administrative costs for both the sender and the Sheriff's Office, while also posing a risk of identity theft due to the handling of personally identifiable information.
I am in support of removing the requirement to contact the CLEO.
I estimate that the total cost to me per item is approximately $2, but the time cost is approximately 15 minutes which at my current salary is worth around $16. At the receiving end, an administrative person from the Sherriff's Office must open the letter, scan it, and toss it in the shred pile. I estimate that to be worth $4 of cost to the Sherriff's Office. In a high population county with many NFA purchasers/makers (Harris County, Texas), that would potentially be an entire person's job in the mail room for HCSO.
If the letter is not shredded, that opens me up to increased identify theft risks as the copy of the Form contains PII including name, birthday, address, and social security number. This information is also the same information used to open credit card accounts for committing credit card fraud.
