Summary: An individual firearm owner supports the proposed rule because it addresses current ambiguities in carrier transport regulations. They argue that clearer guidelines will reduce legal uncertainty and confusion for law-abiding citizens and carriers alike.
I write in support of this proposed rule. The current ambiguity around carrier transport regulations creates unnecessary uncertainty for law-abiding firearm owners attempting to comply with the law in good faith.
I have shipped firearms for repair on multiple occasions, and the lack of clear and consistent guidance often creates problems even when shipping items such as BB guns or firearm parts, let alone actual firearms. In practice, unclear rules increase confusion for both citizens and carriers without improving public safety.
Clear, understandable, and consistently applied regulations are especially important in today’s environment, where lawful commerce and transportation frequently involve multiple carriers, jurisdictions, and compliance requirements.
This proposal would improve clarity and reduce avoidable legal uncertainty for responsible owners acting within the law. I encourage ATF to finalize this rule.
