Get rid of the "engaged in business" rule completely. I've had a C&R license for years and have a collection for my pleasure not business. Now that I it has come time to plan for my eventual passing, I'd like to start selling off those pieces that won't be willed to family/friends. Never have been nor will I ever be in the "business" of selling firearms for profit.
