ATF Must be required to show verifiable statistical proof that collector's are instrumental in selling firearms to criminals and must be licensed to address the problem. Licensing all transactions is a solution directed towards building a registration data base and nothing more. As well as another means to discourage collectors from pursuing their hobby. The NICs system is poorly administered with little actual enforcement of violations. This appears to be deliberate to make violations appear more common and to suggest that more stringent regulations are needed. ATF should enforce prosecutions of violations rather than plea bargain away firearms violations.
