This rule is an end run around the law allowing the atf to maintain an illegal firearm registry. Furthermore, it forces regular folks to obtain an ffl just to sell a personal firearm/private property contributing even more to this illegal registry.
It also criminalized basic everyday behavior of law abiding firearm owners and tries to backdoor a universal background check. The 2nd amendment is clear- SHALL NOT BE INFRINGED. And rules like this do EXACTLY that by criminalizing normal citizens simply for exercising a constitutional right.
