The ATF should collect any record all records they feel need to be kept forever, the burden of the government should not be on the business owner. I feel 11 years max for business owners and ATF has 1 year from the 10 year mark to come collect the records, on the first day of the 11 year the business owner can discard destroy. This includes all license types.
