I'm opposed to this rule - the burden and dificulty of searching and maintaining records is a feature, not a bug. It should require real work and real effort to search these records because that prevents the searches from happening when there isn't a strong cause. Even though this rule doesn't require electronic records it is the first step towards creating an easily searchable centralized database which will then become a de-facto gun registry
