I approve of this change. The firearms business is likely one of the most heavily regulated businesses in the us. Many of the retailers are small operations. Any rule change that serves to reduce the paperwork burden and make the rules clear to all participants is a good thing. Unclear rules deprive the law abiding of access to firearms, when they would otherwise be allowed. And they serve to increase the cost of doing business and general stress for those who choose to engage in the business.
