Summary: Melissa from High Caliber, a Michigan-based FFL, supports the modernization of Form 4473 but requests a 180-day transition period and comprehensive training materials. She emphasizes the need for clear, consistent nationwide implementation to accommodate dealers and software providers.
Re: Docket ATF-2026-0001 / RIN 1140-AA82 I support reasonable modernization of Form 4473, including clearer language, electronic Form 4473 recognition, reduced duplicative data entry, appropriate use of attached copies or scans, and a longer NICS validity period. However, Form 4473 changes affect every FFL employee involved in firearm transfers, every electronic 4473 software provider, every dealer SOP, and every ATF inspection process. I respectfully request that ATF provide at least 180 days after publication of any final rule and final form before mandatory use, plus field-by-field dealer training materials, software-provider technical guidance, examples for delayed transactions and pawn redemptions, and a good-faith transition policy for non-substantive implementation errors. Modernization can help FFLs and customers, but only if implementation is clear, realistic, and consistent nationwide. Melissa High Caliber Type 07 FFL/Michigan
