We support reasonable modernization, but ask ATF for realistic implementation time, clear field-by-field instructions, transition examples, software-provider specifications, state POC coordination, and a good-faith transition policy. The greatest near-term compliance risk is not the concept of a shorter form. The risk is that 55,000+ firearm licensees and their employees may be forced to relearn the core transaction map too quickly, creating new errors during inspections.
