I do not support the NOTC sales floated on the possible new ATF 4473 form. OK, so you can identify the person who can legally buy the gun and you know their address you want to send it to. Anyone else see the flaw in this plan? First off, you can send it to someone's house, but who knows if they are the one to receive it? I do not see anything in place to make sure the gun is ONLY handed to THAT person who passed the 4473 background check. Some else in the house not able to own a gun (which the ATF will not know) will be able to sign for it. Or, the neighbor? Or someone staying at the house with you? Not a great idea for chain of custody.
A straw purchase is when a person who can legally pass a background check, buys a gun for someone else that is usually prohibited. It is the biggest crime in the gun industry right now and ATF's main proirity. SO...when this person goes into a gun store to buy the gun for someone else, the sale person is trained on what to look for, specifically for straw purchasers. Under this proposal there is no filter for the legal person to commit the common crime of buying a gun for someone else. So, anyone who needs money, has a friend, boyfriend or husband now that is prohibited, would now be able to EASILY do this through the mail and get a firearm for someone they know illegally. WHAT A LOOPHOLE.
I have many concerns and I am very pro 2nd amendment. I think this is going to lead to many more illegal guns on the streets, more crimes, unsafe citizens, and overall is a bonus for criminals. Doesn't seem very well thought out as to the possible negative consequences.
